HB 1276 allows pet owners to seek up to $5,000 in compensation if someone intentionally or negligently causes the death of their companion animal. This compensation covers the loss of companionship, love, and affection - specifically for intentional or negligent acts occurring on the owner’s property while the animal was under their control. The law excludes government agencies acting in public health or animal welfare, licensed veterinarians for professional negligence, and authorized dog killings under other laws. It takes effect January 1, 2027.
