enabling the fish and game department to create a permit and fee for the use of fish and game staff by other state agencies and departments.

The 50% lifetime license discount for permanently disabled veterans was consolidated from a separate Roman numeral paragraph (old II) into paragraph (4), making it part of that paragraph rather than a standalone provision. The language itself is unchanged.

All subsequent Roman numeral paragraphs were renumbered down by one: old III became II, old IV became III, old V became IV, old VI became V, and old VII became VI. This is a cascading renumbering with no change to the content of any provision.

The word 'nonlapsing' was removed from the description of the fish and game modernization and sustainability account. This means funds remaining in the account at the end of a fiscal year can now lapse (be returned) rather than carrying over to the next year, potentially limiting the department's ability to save up for larger projects.
