authorizing the secretary of state to conduct random audits of the citizenship qualification of registered voters.

The provision repealing RSA 654:45-a (the existing law on random citizenship audits) was removed from the final version. This means the existing random citizenship audit law remains in effect rather than being eliminated.

The Senate version had a two-part effective date: Section 2 would take effect July 1, 2029, and the rest of the act would take effect 60 days after passage. The final version consolidates this into a single effective date of 60 days after passage for the entire act, bringing forward what had been delayed by over three years.

Removed the broad language allowing use of 'any and all available governmental and private databases.' Replaced with a narrower approach: the secretary reviews state database records first, and may only share data with outside persons or entities under a specific legally binding agreement.

Expanded the methods for confirming citizenship from just 'audit' to include 'either the use of available state sources or an investigation supporting the audit.'

Added requirement that audits be random and statistically sound, and that the secretary publish a public report of findings.

Added a detailed data-sharing agreement framework (paragraph V) requiring: data retention limited to necessity or one year; prohibition on further sharing without written authorization; minimum reasonable security measures; and state ownership and direct control of the data.

Added requirement (paragraph VI) that the secretary permanently destroy all data relating to identifiable individuals once their citizenship is confirmed by audit, or when the matter is finally resolved if not confirmed.

Added a new Section 2 repealing RSA 654:45-a (an existing random citizenship audits statute), with that repeal taking effect July 1, 2029 - nearly three years after the rest of the act takes effect.
