Secure the Border Act of 2023

Section 123 was retitled from 'Report on designation of Mexican cartels as foreign terrorist organizations' to 'Report on Mexican drug cartels,' removing the specific reference to FTO designation and broadening or narrowing the scope of the required report depending on the underlying text.

A new Section 815 titled 'Sense of Congress on further implementation' was added to Title VIII (Legal Workforce), which previously ended at Section 815 with 'Repealing regulations.' The existing repeal provision was renumbered as Section 816. This adds a new congressional sense provision related to employment eligibility verification implementation.

Section 111 gained a new subsection (f) on small unmanned aircraft systems, designating the Chief of U.S. Border Patrol as the executive agent for CBP's use of small unmanned aircraft to meet unmet flight hour requirements and achieve situational awareness and operational control.

Extensive formatting changes throughout the bill: the table of contents was broken from a single paragraph into individually listed lines, blank lines were added between subsections for readability, and section numbers were placed on their own lines in several places. These do not change policy substance.
