Changed from requiring Medicaid to cover personal care services to requiring the Department to reimburse family members who provide those services.

Added Section 2.5 to authorize expenditures for costs associated with reimbursing family members for personal care services.

Added explicit eligibility requirement that the recipient must be eligible under Medicaid to receive coverage for personal care services.

Changed the Department's obligation from applying for waivers to receiving federal funding to specifically authorizing reimbursement to family members.
