If payments are delayed beyond 30 days after invoice receipt, agencies must pay 9% annual interest on overdue amounts, starting on day 38. The bill excludes payments to the Judicial/Legislative branches, higher education institutions, and certain public works grants, and does not apply to grants executed before July 1, 2025. It also allows digital processing of invoices with safeguards to prevent duplicate payments.
