Revises provisions relating to the counting of incarcerated persons for purposes of the apportionment of the population for certain election districts. (BDR 16-1134)
What changed between versions
Changed NRS 209.131 to require the Department of Corrections to collect and maintain an electronic record including last known residential address, whether the offender is 18 or older, and race or ethnicity.
Added requirement that the State Demographer revise population counts to count inmates in their pre-incarceration residence within 30 days of receiving redistricting data.
Added a deadline requiring the Department to collect and maintain records for offenders released after July 1, 2030, before January 1, 2026.
Modified how inmates are counted for redistricting: inmates with unknown addresses or addresses outside Nevada will not be counted in their prison location but will be counted as residents of a state unit not tied to a specific geographic area.
