Revises provisions relating to offenders. (BDR 16-1015)

All provisions allowing courts to set aside judgments of conviction and issue certificates of second chance were deleted.

A new transitional housing program was added, allowing the Department of Corrections to house offenders within 18 months of parole eligibility for forestry training.

Requirements for regulatory bodies to recognize second chance certificates as removing license disqualifications were removed.

The hiring program for firefighters was modified to require successful completion of specific training and certifications before appointment, whereas the previous version implied automatic appointment based on camp work.

New eligibility criteria were established for hiring former offenders as firefighters, requiring proof of conservation camp work, completion of specific training, and obtaining necessary certifications.

Changed eligibility for transitional housing program from 'not more than 18 months from eligibility for parole' to 'have previously been denied parole solely due to a lack of other available transitional housing.'

Reordered eligibility criteria to list commitment to Department custody and minimum security eligibility first, followed by the parole denial condition.
