Improving Federal Building Security Act of 2024

Facility Security Committees must now describe the financial implications of adopting or rejecting a security recommendation, including whether benefits outweigh costs, in addition to simply indicating their decision.
The annual congressional report was restructured from listing individual recommendations and their status to using aggregate percentages (accepted, rejected, failed to respond timely), summaries of justifications, financial implications, risk mitigation analysis, and trend analysis.
Each annual report must be submitted in unclassified form but may include a classified annex, and the Secretary must brief Congress annually on the findings of the most recent report.
A new section requires the Secretary to submit an unredacted report within 180 days of enactment on all surveillance technology recommended by the Federal Protective Service and any intended use of that technology.
A new application section limits the Act to GSA facilities under Federal Protective Service protection and non-GSA facilities that pay fees to the Federal Protective Service for protection.
No additional funds are authorized to be appropriated for carrying out the Act.
The Act sunsets 5 years after enactment, and the GAO must submit a report on the Act's effectiveness before that date.
