Change and eliminate provisions relating to boards, commissions, committees, task forces, and funds that terminate

All references to the Nebraska Potato Development Act, the Nebraska Potato Development Committee, the Nebraska Potato Development Fund, and the Division of Potato Development were eliminated.

Provisions related to the Climate Assessment Response Committee, the Nebraska Aquaculture Board, and the Board of Advanced Practice Registered Nurses were removed.

A new Waste Reduction and Recycling Incentive Fund was created, funded by fees under the Waste Reduction and Recycling Incentive Act, to reimburse administrative costs and support recycling projects.

Up to $1.5 million annually is available until June 30, 2029, exclusively for new scrap tire projects if acceptable applications are received.

New eligibility criteria were established for grants, including technical and financial assistance for political subdivisions to create recycling systems, composting programs, and household hazardous waste management.

Specific grants were authorized for scrap tire projects, including reimbursement for purchasing crumb rubber (up to 50% of cost) and tire-derived products (up to 25% of retail cost).

Funding is available for capital costs of building collection sites, processing facilities, and manufacturing equipment for scrap tires, with disbursements capped at 50% of costs or $500,000, whichever is less.

Grants for fees collected under a specific state statute may be renewed for up to five years, provided applicants submit an updated integrated solid waste management plan.

Preference is given to grant proposals that demonstrate a formal public/private partnership, and grants must prioritize projects utilizing scrap tires generated and used within Nebraska.
