Generally revise injunctive powers of the judiciary

Added a new requirement in Section 27-19-101 that injunctions granted by district court judges are only enforceable in the specific judicial district where they were granted.

Added a corresponding requirement that if statewide enforcement is desired, the case must be appealed to the Montana Supreme Court.

The bill number was updated from SB 43 to SB0043.2, and the title was expanded to clarify the new statewide enforcement limitation.

The list of prohibited injunctions in Section 27-19-103 was reorganized and renumbered, with minor wording adjustments, but the core prohibitions remain the same.
