Allow for the termination of certain county zoning districts

This bill allows county commissioners to terminate specific zoning districts under two conditions: when a county has opted into the Montana Land Use Planning Act or when the district is being merged into a larger zoning area. Property owners in a zoning district can also petition for termination by collecting signatures from at least 20% of owners, which triggers a public vote on the matter. If the vote fails, owners must wait three years before requesting another referendum on the same district. The law amends existing Montana Code sections to formalize these procedures for zoning district termination.
