Create a tribal relations management team at DPHHS

This bill establishes a Tribal Relations Management Team within Montana's Department of Public Health and Human Services to strengthen government-to-government relationships with tribal nations. The team consists of two separate positions: a Tribal Relations Manager who handles communication and consultation with tribal and federal partners, and a Director of American Indian Health who focuses on identifying and addressing health disparities between tribal and non-tribal populations. The Tribal Relations Manager will lead communication efforts, guide policy development involving tribes, organize formal consultations, and prepare an annual report on tribal relations for the governor. The Director of American Indian Health will analyze health outcome differences and develop strategies to improve health equity, with the two roles required to remain separate. The bill also requires the Secretary of State to send a copy of the act to each federally recognized tribal government in Montana.
