Create Montana-Ireland trade commission

This bill establishes the Montana-Ireland Trade Commission to study and promote bilateral trade and investment between Montana and Ireland. The commission will be composed of nine members, including four state legislators, three state agency directors, and two residents appointed by the governor to represent Irish American and business interests. Members serve unpaid two-year terms with staggered appointments, and the commission must fund its own activities through fundraising, donations, and grants rather than using state funds. The commission will meet at least once annually, elect a chair from among the legislative members, and submit reports on its findings and recommendations to the state.
