Implementing cost reporting for certain Medicaid service provider types

This bill requires Montana's Department of Public Health and Human Services to establish a standardized cost reporting process for Medicaid providers of adult mental health, children's mental health, substance use disorder, developmental disabilities, and senior/long-term care services. Providers must submit annual cost data in a uniform format covering actual expenditures and revenues, including services funded through Medicaid state plans, waivers, or state funds. The department will analyze this data every four years, alongside claims data and national benchmarks, to assess whether Medicaid reimbursement rates adequately cover provider costs. The first report assessing rate adequacy must be submitted by September 1, 2026, to legislative committees and the budget office.
