Establish right to modify digital goods

This bill (LC 3793) proposed granting consumers the legal right to modify digital goods they purchase, such as software or e-books. It would have required manufacturers to provide necessary tools and permissions for users to alter these products without voiding warranties or violating terms of service. However, the bill died in committee on May 23, 2025, and was never enacted into law. No concrete policy changes were implemented under this proposal.
