Provide for ballot initiative to allow corner crossing

This bill (LC 3323) would have created a process for voters to propose a new law allowing pedestrians to cross streets at corners via a ballot initiative (voter referendum). It did not change crossing rules directly but provided the mechanism for citizens to put such a measure on the ballot. The bill was drafted in late 2024 but was placed on hold and ultimately died in committee without advancing further. It did not become law, so no policy changes were implemented.
