Clarify resident preference and align maximum contract length

This bill clarifies how Montana determines contractor residency for public contracts and extends the maximum contract length for most supplies and services from seven to 10 years. It assigns the Department of Labor and Industry the responsibility of verifying contractor residency status and allows contractors to prove their residency through affidavits or declarations. Contractors who submit false residency claims face a five-year disqualification from future public contracts. The changes apply to construction, repair, public works, and goods procurement contracts, with specific exceptions for IT resources, liquor stores, corrections contracts, state park concessions, and innovative financing agreements.
