Generally revise district court laws

This bill (LC 2649) combines Montana's 15th and 17th judicial districts into a single district and adds a ninth judge to the 13th judicial district (Yellowstone County). It amends Montana Code Annotated sections 3-5-101 and 3-5-102 to revise district boundaries and judge assignments, reducing the total number of districts from 22 to 21. If a vacancy occurs in the 15th or 17th districts after the effective date, the governor cannot fill that vacancy but must appoint someone for the new 13th district position, requiring Senate confirmation. The bill takes effect on January 6, 2031, or immediately upon a vacancy in the 15th/17th districts, with the ninth 13th district judge elected in 2030.
