Revise precinct committee representative residency laws

This bill amends Montana law to allow political parties to appoint precinct committee representatives who live outside the precinct they serve. Currently, appointed representatives must be residents of the precinct, but the change permits parties to select county residents instead if they face difficulty filling local positions. The amendment applies only to appointed representatives (not elected ones) and affects how county party committees fill local precinct roles. It modifies sections 13-38-201 and 13-38-202 of Montana Code Annotated.
