Revise election laws to remove continuous tabulation requirement

This bill amends Montana election laws to allow counties to complete vote tabulation on election day rather than requiring continuous counting from the moment polls close. Under the new rules, counties using vote-counting machines may finish counting before 5 p.m. on election day if they have already processed ballots the day before, provided all voters have finished casting their votes. The legislation also permits tabulation to pause for unresolved provisional, military overseas, or resolution board ballots without violating the continuous counting requirement. Election administrators must still provide initial results to the public no earlier than 8 p.m. and continue updates at least every three hours until all ballots are counted, with statewide races requiring results to be sent to the secretary of state's reporting system first.
