Allow landowners to choose hunters to receive bull elk permits on their land in turn for receiving bull elk permits every other year

This bill (LC 1231) proposed a permit exchange system for landowners with elk habitat. It would allow landowners to designate specific hunters to receive bull elk hunting permits on their land, in return for the landowner receiving bull elk permits every other year. The key mechanism would directly link land access for hunting to the landowner's future permit eligibility. The bill died in the legislative process in May 2025 and was never enacted into law.
