Added requirements for the Commission to establish a statewide registry of service providers, set training standards, and provide technical assistance to ensure ADA compliance.
Created a new 'Communication Access Services Fund' to finance scholarships for service providers and reimburse agencies for accommodation costs.
Added a mandate for the Commission to submit annual reports to the governor and legislature on program effectiveness and utilization.
