Establishes a special license plate for persons recognized as consular officers by the U.S. Department of State

HB 2647 creates special license plates for foreign consular officers recognized by the U.S. Department of State. These plates feature a navy blue background, a unique "C" prefix followed by up to three digits, and optionally display the sending country's flag. To qualify, applicants must provide U.S. Department of State credentials, be a state resident, and pay fees. Using these plates without proper consular status is a misdemeanor. Existing "Honorary Consul" plates will transition to this system at the next renewal.
