Creates several new state designations

Added a new designation for the last full week of September as 'Frontotemporal Degeneration (FTD) Awareness Week' to raise awareness about a specific group of brain disorders.

Added a new designation for June 28th as 'Eliot and Muriel Battle Day' to honor the first Black Missourians to serve in the U.S. Congress.

Updated the bill status from 'House Substitute' to 'Perfected' and increased the section count from 31 to 35 to reflect the new additions.

Added thirty-one new sections designating various items as official state symbols, days, or titles, including Frankie Muse Freeman Day, Infertility Awareness Week, the official mushroom, and the official barbecue capital.

Removed the specific provision designating the Dr. Tommy Macdonnell Memorial Bridge and the requirement for the Department of Transportation to pay for its signage.
