Modifies provisions relating to constitutional amendments

The bill title was changed from a single Senate Joint Resolution No. 47 to include Senate Joint Resolutions Nos. 47, 30, and 10, and the section numbering was adjusted accordingly.

New provisions prohibit foreign nationals and sources connected to them from sponsoring initiative petitions, making contributions or donations, making expenditures related to electioneering communications, or soliciting contributions for constitutional amendment elections.

Added a provision stating that if an amendment proposed by initiative petition violates the foreign influence restrictions, the amendment is deemed void even if it received the requisite votes for approval.

New definitions were added for 'foreign national' (including non-US citizens, foreign governments, foreign political parties, and foreign-owned entities) and 'source connected to a foreign national' (entities that knowingly accepted over $10,000 from foreign nationals in the preceding four years).

The approval threshold for constitutional amendments was changed from requiring a majority in at least three-quarters of Congressional districts to requiring a majority in more than half of the state House of Representatives districts.
