Establishes "Brennan's Law" and modifies and repeals provisions relating to mental health efforts in public schools

SB 695, known as "Brennan's Law," requires public school districts to implement suicide prevention training for educators and mental health awareness for students. Starting in the 2026-27 school year, all licensed educators must complete at least two hours of annual suicide prevention training, with earlier phases beginning in 2023-24 for in-service training. The bill also mandates that school districts adopt policies addressing suicide risk identification, intervention, and post-suicide response, while requiring student ID cards for grades 7-12 to display the 988 Suicide Lifeline number starting in 2026. Additionally, high school students must receive mental health awareness training during their four years of high school beginning in the 2022-23 school year.
