Establishes a Seal of Civic Recognition for certain graduating high school seniors

HCR 16 creates a "State of Missouri Seal of Civic Recognition" program for high school seniors who complete specific civic education and service requirements. To qualify, students must complete 2-6 years of approved civic/moral education courses, engage in community service and school governance, join a civic club, and commit to one year of post-graduation community or military service. The program awards Bronze, Silver, or Gold seals based on the number of required education years, which will be attached to the student’s diploma. This resolution encourages scholarship providers and employers to support recipients but does not mandate state funding for the program.
