Repeals provisions of law establishing the "Missouri Incarceration Reimbursement Act"

HB 723 replaces Missouri's "Missouri Incarceration Reimbursement Act" with a new law providing financial restitution to individuals wrongfully convicted of felonies and later proven innocent through DNA evidence. Eligible individuals receive $100 per day of postconviction incarceration, capped at $36,500 per fiscal year, and automatically have all criminal records expunged. To qualify, a person must be found "actually innocent" via DNA testing (as defined in the bill), have a final court order of release, and meet specific conditions regarding concurrent sentences. The Department of Corrections administers payments from annual appropriations, making pro rata payments if funds are insufficient, and prohibits additional civil claims against the state for the same matter.
