Modifies provisions for public assistance benefits

This bill modifies Missouri's rules for the Supplemental Nutrition Assistance Program (SNAP), allowing individuals with past felony convictions for possession or use of controlled substances to qualify for benefits if they meet specific conditions. To qualify, individuals must be enrolled in or have completed an approved substance abuse treatment program, comply with court and treatment requirements, avoid new drug-related offenses for one year, and pass voluntary drug tests paid for by the participant. The exemption does not apply to those with two or more subsequent drug felony convictions. It replaces the existing law with these concrete eligibility requirements.
