Creates provisions relating to a battery recycling

HB 1508 requires businesses that manufacture, distribute, or sell certain rechargeable batteries (like those in phones and laptops, excluding medical devices, lead-acid, or vehicle batteries) to join a state-approved recycling program. The program, managed by a representative organization, must set annual collection goals based on past battery sales, establish approved drop-off sites, and cover all recycling costs without charging consumers. Batteries must be disposed of only at these approved locations, not in regular trash, and businesses must participate to legally sell batteries in the state. Annual reports on collection rates, costs, and performance will be required starting in 2027.
