Requires wind energy systems to apply to the FAA for light-mitigating technology

HB 1263 requires wind energy projects with five or more turbines over 50 feet tall to apply to the Federal Aviation Administration (FAA) for approved light-mitigating technology before commercial operation. New projects must apply by August 28, 2025, and install approved systems within 24 months of FAA approval. Existing projects without such systems must apply within six months of signing a new power sales contract, also installing within 24 months of approval. All costs for installation, operation, and maintenance fall solely on the wind energy developer, owner, or operator, with progress reports required for the Missouri Department of Natural Resources.
