Establishes a "Council for Community Education" within the department of elementary and secondary education

This bill creates a new Council for Community Education within the state Department of Elementary and Secondary Education to oversee community school initiatives. The council will consist of eleven members appointed by the governor, representing diverse groups such as local governments, school boards, parents, teachers, and civic organizations. Its primary duties include studying the feasibility of community education programs, advising the commissioner of education, and recommending a state plan to prioritize resources for areas with the greatest need. Additionally, the council will suggest how to fund local programs and will meet no more than four times per year to develop its internal rules.
