Creates a reciprocal boycott pact that encourages member states to engage in boycotts against states that impose boycotts on other member states

This bill establishes a formal agreement among participating U.S. states to automatically retaliate against any state that does not join the pact by imposing a boycott on a member state. Under its terms, if a non-member state boycotts a member state, all other member states must immediately impose identical retaliatory restrictions on that non-member state. The legislation requires governors to notify each other of such actions and mandates that member states cannot initiate any boycotts unless they are first targeted by another state.
