Establishes and modifies provisions relating to prosecuting and circuit attorneys

Finally, the bill authorizes the governor to suspend a prosecuting or circuit attorney for reasons such as willfulness, malice, or incompetence, while simultaneously appointing an interim replacement to serve until the next election.
