Added specific membership requirements for the study committee including committee chairs, board members, and legislators appointed by the Lieutenant Governor and Speaker.

Added provisions for committee meetings, including location at the State Capitol, online meeting options, and notification requirements.

Added reimbursement provisions for legislative members attending committee meetings.

Added a requirement that the Joint Legislative Committee on Performance Evaluation and Expenditure Review provide clerical support.

Added a dissolution provision stating the committee shall be dissolved upon presentation of its report to the Legislature.

Added a requirement that the study committee must report findings and recommendations to the Legislature on or before December 1, 2026.
