SB 2584 establishes a 15-day in-person early voting period for all elections (including primaries, general elections, runoffs, and municipal elections) in Mississippi, starting 15 days before the election and ending on the second day before election day, with voting available on weekends and Sundays. The bill requires at least 10 hours of voting per day - including morning and evening hours - and allows additional temporary voting locations near public transit, rural communities, and college campuses to improve access. Voters must present photo ID during early voting, and the bill prohibits mail-in ballots, ballot drop boxes, and ballot harvesting during this period, requiring all early votes to be cast in person. Early voting ballots can be pre-processed before Election Day but cannot be tabulated or publicly released until after polls close on Election Day.
