Added new limited license category for US medical school graduates who fail to match with residency programs, requiring supervisory practice agreements and limiting practice to counties with populations under 50,000.

Added new eligibility requirements for internationally trained physicians including USMLE completion, ECFMG certification, and employment in facility-based or group-practice settings.

Added disclosure requirements for medical graduate licensees to inform patients they have not completed postgraduate training.

Set effective date for the act as July 1, 2026.
