Income tax; authorize a credit for contributions made to certain hospitals.

HB 990 creates a state income tax credit for Mississippi businesses that make voluntary cash contributions to qualifying rural hospitals (defined as licensed hospitals with 50 or fewer beds). Businesses can claim a credit equal to 75% of their annual tax liability, limited to the amount contributed, with unused credits carried forward for up to five years. Contributions cannot be claimed as both a tax credit and a deduction, and the total credits issued annually cannot exceed $15 million. The credit expires after December 31, 2030.
