What changed between versions
New Section 1 appropriates $2,200,000 from the State General Fund for support and maintenance of the State Oil and Gas Board for FY 2027. Previously no general funds were appropriated for this agency.
The special fund appropriation was reduced from $5,432,487 to $5,232,487 (a $200,000 decrease).
Personal services funding source shifted: General Funds went from $0 to $2,200,000 and Special Funds went from $2,427,686 to $227,686. The total personal services amount remains unchanged at $2,427,686.
New Section 9 appropriates $2,000,000 from the Capital Expense Fund specifically for emergency orphan well plugging, allocated as determined by the Treasurer's Office. This is separate from and in addition to the existing $1,012,347 reappropriation for orphan well plugging.
The vacancy funding cutoff date changed from February 1, 2026 to March 1, 2026. Headcounts filled after this date (through end of FY 2026) will trigger a proportional adjustment to available vacancy funding.
New Section 10 adds a standard payment provision requiring the State Treasurer to pay appropriated funds via warrants issued by the State Fiscal Officer upon requisitions signed by proper officers.
