"The Buyers Accountability Program"; create to educate those convicted of procuring prostitution.

HB 1454, titled "The Buyer Accountability Program," would have required courts to order individuals convicted of procuring, patronizing, or promoting prostitution (or related human trafficking offenses) to complete an educational program. Participants would have been required to pay a $1,000 assessment fee. The program, to be managed by the Attorney General in partnership with the Administrative Office of Courts, would have covered topics like the causes of prostitution, health risks, legal consequences, and human trafficking impacts. The bill died in committee on February 3, 2026, and was never enacted.
