MS Affordable Child Care Act; create to provide that certain TANF funds shall be used for the Child Care Payment Program.

HB 1450, the Mississippi Affordable Child Care Act, would redirect existing federal TANF (welfare) funds to expand child care subsidies for low-income parents. Specifically, it requires Mississippi to reallocate all unused TANF funds from prior years and transfer 30% of its annual TANF block grant to the Child Care and Development Fund (CCDF) each year. This would fund direct child care subsidies through the Child Care Payment Program (CCPP) for qualifying parents, without creating new state spending. The bill was referred to committees in 2026 but died in committee without further action.
