Fire safety; establish Fire Grant Fund to assist counties and municipalities in improving fire safety.

Creates a new Fire Grant Fund to consolidate four existing fire truck funds (Rural Fire Truck Fund, Rural Fire Truck Matching Assistance Fund, Supplementary Rural Fire Truck Fund, and Annual Fire Fund) effective July 1, 2026.

Establishes a Fire Grant Advisory Committee with seven members including legislative chairs and appointees to provide nonbinding advice on fund administration and grant awarding.

Repeals Section 17-23-1 creating the Rural Fire Truck Acquisition Assistance Program.

Repeals Section 17-23-11 creating the Supplementary Rural Fire Truck Acquisition Assistance Program.

Repeals Section 17-23-21 creating the Annual Fire Fund.

Requires the State Fire Marshal and Mississippi State Rating Bureau to adopt ISO standards for fire trucks and prohibits mandatory retirement based solely on calendar age if the truck has current maintenance logs and passes safety inspections.

Amends Section 83-34-4 to change nonadmitted policy fee percentage to 3% and modifies fund diversion schedules for the Mississippi Windstorm Underwriting Association.

Creates a new Mississippi Windstorm Mitigation Coordinating Council with nine members including the Insurance Commissioner, state officials, and industry representatives.

Expands grant eligibility to include fire trucks, equipment, and countywide fire programs with specific point systems and matching fund requirements.

Expands hurricane mitigation program to include home-retrofit inspections, financial grants up to $10,000 per recipient, and education initiatives for property owners.

Sets effective date for all new provisions as July 1, 2026, and repeals Section 83-1-191 effective July 1, 2028.
