Added new appropriations for the Mississippi Commission on the Status of Women ($44,125.00 and $3,135.00), State Property Insurance ($23,466,713.00), Mississippi Home Corporation ($1,810,227.00), and BEAM ($433,500.00 and $175,914,472.00).

Increased the Department of Finance and Administration appropriation from $37,315,482.00 to $49,100,788.00 and added a Tort Claims Board appropriation of $6,335,286.00.

Added new sections requiring technology upgrades that generate savings, procurement preferences for the Mississippi Industries for the Blind, and enhanced financial reporting requirements for the Mississippi Home Corporation.

Added restrictions preventing the use of appropriated funds to replace federal funding or special funds that are withdrawn, and prohibiting violations of IRS Publication 15-A regarding contract employee income reporting.

Added new headcount authorizations for the Mississippi Commission on the Status of Women (1 permanent position) and BEAM (6 permanent positions).

Added specific eligibility criteria for the Mississippi Home Corporation housing program, targeting individuals with serious mental illnesses, those experiencing homelessness, and those with limited housing stability.
