SB 2683 amends Mississippi's healthcare Certificate of Need (CON) law to reduce regulatory barriers for certain facilities. It increases capital expenditure thresholds for major medical equipment and services (with annual inflation adjustments), removes psychiatric hospitals, chemical dependency facilities, ESRD centers, and other specific providers from CON requirements, and deletes moratoriums on certificates for skilled nursing facilities and hospital bed conversions. The bill also adds new sections to organize the law, requires applicants who lose CON hearings to cover fees, and mandates disaster-rebuilt facilities stay within five miles of their original location. This bill died in committee on February 4, 2025, and did not become law.
