Administrative Procedures Act; regulations having an economic impact over One Million Dollars must be ratified.

SB 2559 requires Mississippi state agencies to obtain legislative ratification before implementing any new regulation or significant rule amendment with an estimated economic impact exceeding $1 million on affected persons. Agencies must prepare a detailed economic impact statement analyzing costs, benefits, and alternatives for such rules, and submit the proposed rule to the legislature at least 30 days before the next session. The rule cannot take effect until the legislature passes a separate bill approving it; if the legislature fails to act or overrides a veto, the rule is withdrawn. This law, effective July 1, 2025, applies to all agencies except federal-mandated rules, rules required by state law, or temporary rules.
