SB 2528 creates the Mississippi Reconnect Grant Program to help nontraditional students return to education. It provides grants covering tuition and mandatory fees at Mississippi public community or junior colleges for students aged 25+ or those returning after at least two years of absence, who haven’t earned a prior associate or bachelor’s degree. To qualify, students must complete the FAFSA annually, maintain a 2.0 GPA, enroll part-time, and meet other eligibility requirements. The grant expires after five years of enrollment (excluding approved medical leaves) or upon earning a certificate/degree, with the State Auditor required to evaluate the program every four years. It specifically targets students seeking associate degrees or certificates through eligible programs.
