Conditional medical release; revise authority of MDOC.

SB 2361 would revise Mississippi's rules for releasing nonviolent inmates with severe medical conditions. It allows the Department of Corrections (MDOC) to place inmates on conditional medical release if they have a long-term debilitating condition with no recovery chance, no rehabilitative benefit from incarceration, and continued imprisonment would cost unreasonable amounts. The bill also creates a new medical parole program through the State Parole Board for "medically frail" inmates, requiring certification, supervision by Community Corrections, and quarterly medical record sharing with prosecutors. Inmates could be returned to prison if their condition improves or they violate release terms. (Note: The bill died in committee on February 4, 2025, and did not become law.)
