Mississippi Wireless Communication Commission; move to the Mississippi Emergency Management Agency.

The Mississippi Wireless Communication Commission was moved from the Department of Information Technology Services to the Mississippi Emergency Management Agency to better align its mission with emergency response and disaster recovery operations.

MEMA is authorized to obtain a line of credit of up to $10 million per fiscal year from the State Treasury to fund shortfalls in disaster response costs, with funds placed in the Disaster Trust Fund and used after FEMA state match requirements are met.

The commission must meet at least monthly, maintain meeting minutes, and adopt rules governing its operations within 45 days of July 1, 2025, with a quorum consisting of a majority of its 16 members.

The commission now has authority to approve all wireless communications systems owned or operated by state or local governmental entities, creating a centralized oversight mechanism for public safety communications infrastructure.

The act specifies that the commission must be organized and begin operations by July 1, 2025, with the MEMA Executive Director responsible for convening the initial meeting and electing officers.
