HB 950 extends the expiration date of Mississippi's "Prison Overcrowding Emergency Powers Act" (originally enacted to address prison overcrowding). The law creates a framework where, if prisons exceed 95% capacity for 30 days, the Governor may conditionally advance parole dates for non-violent inmates (excluding those convicted of murder, rape, or armed offenses) by 30-90 days, after reviewing efforts by the Parole Board to reduce population. It does not change sentencing or create new penalties but allows temporary parole adjustments during emergencies. The bill died in committee on March 4, 2025, and never became law.
